[geotk] EPSG database and JavaDB/Derby

Could you try the snapshot built today? If you are using bundles, daily builds 
are there:

http://hudson.geomatys.com/job/Geotoolkit/

If you are using maven, it should be already deployed.

I'm not sure it will fix the error, but the message may be more informative 
(more related to PropertyEpsgFactory).
