[GRASS5] First Phase of LZW to deflate() utility available here...

I've been working on an LZW to deflate utility for rasters.  I currently
runs in debugging mode only.  If anyone wants to have a look, you can get
it here: http://www.jps.net/egm2/r.lzw2z.tgz

I haven't added it to repository, pending resolution of how to
distribute such a thing (once LZW is removed from GRASS source base).
