[GRASS5] NVIZ .. did a #if in tkUnixPort.h ... Is this a bad?

Hey all,

After doing a full clean, I still couldn't get NVIZ to compile.  By
adding a '#if (TCL_MINOR_VERSION) < 2' wrapper around the declaration of
'extern panic(...)' I got it to compile and run finally.  I probably
should've asked here before committing this change, but will this be a
problem?  Seems there's no way to put "sensitivity" into togl.h, since
the file is include by the system tk.h, for which there is no local
copy.  Don't know if there's a better solution, but I do know this is
where at least one compile problem is coming from.
