[GRASS5] Autoconf and Cygwin - X11

I apologize for my tardy reply in this area.  I have had the flu
and been out of it.

Monday I will be on the machine where I do the grass5
builds and will give a detailed assessment of the configure,
head, as well as public domain additions.
