[GRASS5] libgrass5 1.0.0 release

Folks,

I have prepared a 1.0.0 release of libgrass.  The most noteworthy change
in this release is support for the new (LZW-free) compression format for
GRASS rasters incorporated into GRASS roughly 8 months ago.  Note that old
compressed rasters will nolonger be readable.

The library is also updated to mostly current code from libgis.

Amoung other things, libgrass is used by OSSIM and GDAL to get access to
GRASS databases.
