One potential criterion for categorising bugs: was the bug present in
the release version of GRASS 4.3? If it was, then I can't see any
reason why it needs to delay the release of 5.0.

As for the RT, there appear to be a significant number of non-bugs and
maybe-or-maybe-not-bugs in there. If a bug isn't readily reproducible
from the information which is contained in the bug report, the chances
of anyone being able to fix it aren't good.
