"d.mon -l" runs mon.list, which just lists the contents of the
monitorcap file, which always contains an entry for the CELL driver.
However, in order to start it, the driver itself has to exist, and in
order to select or stop it, it has to have been started.

> g.mapsets produces the following error:

Can you run "g.mapsets -l" under a debugger and get a backtrace?
