Did you extract libgrass from CVS as opposed to using a packaged distribution?
The packaged distributions should be OK, but the CVS access results in an
attempt to rebuild various intermediate files and if your version doesn't
match the version originally used all sorts of hassles can result.

You might find the information on the following page helpful in forcing an
update of the libtool and other related intermediate files:
