[GRASS-dev] r.to.vect update

Hello,

I just committed some changes to r.to.vect and I'm asking for testers to
ensure everything works properly (no reason why it shouldn't).

Changes:
- localized text
- added progress meters and a quiet flag to shut them up :-)
- simplified code
