Something like r.carve in Grass 6.1 is supposed to do (not functional
yet).

CatchmentSIM's interpolation method is poor and limited (eg. doesn't
accept elevation points), but the drainage enforcement is cool.

Another tool I know which provides drainage enforcement in Anudem.
