The rule should be there in the Makefile:

	RTLINC = $(ARCH_INCDIR)/rtree
...	
	$(RTLINC)/%.h: %.h | $(RTLINC)
		$(INSTALL_DATA) $< $@

The there are no differences between the trunk, 6.3 release branch,
and 6.3-RC1 for lib/vector/rtree.
