fwiw, r.in.wms and (presumably) i.oif on WinGrass do not work right now
because they use helper shell scripts installed to $GISBASE/etc/$module/
and those shell scripts do not currently have associated .bat files to
launch them so they aren't executable and so not found in the %PATH%.
should be an easy fix to generate those batch files in the two modules'
Makefiles, but so far it remains TODO.

earlier problems with g.* + r.in.wms seem to be unrelated and fixed now.
