Hi,

You might also want to take a look at OpenJUMP,
which already has a complete set of tools for
conflation tasks:

http://openjump.org/

Also, gvSIG CE (http://gvsigce.org) has a rich
toolset for topological cleaning of shapefiles
and comes with GRASS-support built-in.
