Comment:

 The original report might be a duplicate of #613 or #1286 or it is some
 other issue likely fixed or not applicable in 7.x. The discussion became a
 place for other startup errors, namely MAXREPEAT and missing DLLs which
 are now fixed, so closing as fixed.
