[GRASS-PSC] RFC3: New voting rules

I agree with the voting rules with the following changes/comments:

- change 4 business days to seven days to avoid confusion given that business days may be different in different countries due to holidays (as already suggested)
- I am confused about #6 - does this mean that it is enough for 2 PSC members (out of 10?) to agree to accept a proposal?
Should we have at least a simple majority? Does this voting procedure apply to svn access as well?
