[GRASS-PSC] First draft of call for student grants

Dear all - I don’t have time right now to write more but as I was reading the document and thinking about all the pitfalls of paying for work 
I was wondering whether we should follow an example from geoforall and do it as award / prize for the work done -
e.g. Annual award for the best student contribution to GRASS (no invoices needed, but PSC will need to evaluate the contributions
and let students know about the opportunity).

Feel free to ignore this suggestion - it just came to mind as Geoforall is launching "Pitch your research competition, where students will have 5 minutes to talk about their project showcasing open source, open data or open standards.” with cash prizes from the OSGeo budget.
