[GRASS-PSC] First draft of call for student grants

Helena,

Agreed. That is what I was thinking about in the other email. The only
problem I can see is will there be enough contributions when they are not
guaranteed to be rewarded *after* all their work? Work done first, compete
for a prize later vs. Compete for a grant and work done later. Still, I
think the prize idea is definitely worth considering.
