[GRASS-stats] administration rights: unable to use the flag "overwrite" with spgrass6

I've now tried to install two GRASS 7 Windows binaries (19/3 and 12/3), 
and both are broken (no g.region.exe). If you can show me where a working 
GRASS 7 Windows binary can be found, I may look at this.
