v.alable and grass permissions

Jerry,

I believe most of R.L.Glenn's work in the src.contrib directory was done
awhile ago, perhaps even with GRASS3.x.  Some programs, such as v.report,
required a lot of tinkering to get working under GRASS4.x.  His work is
very sound, but you might have to put in some effort to get it to work.  I 
don't know what OS version it was created under.
