INFORMATION: Everglades National Park South Florida Research Center is
located approximately 9 miles from Park Headquarters. Park Headquarters is
located 12 miles southwest of Homestead on State Road 9336. Climate is
sub-tropical with mild winter. Temperatures seldom go below 40 degrees and
then only for a short time. Summer temperatures are usually in the lower
90's with high humidity. Miami is 40 miles from the Park and provides all the
educational and cultural features of a major metropolitan area. Schools and
community facilities are available in Homestead. Moderate to heavy
infestation of mosquitoes and biting flies.
STATEMENT OF DUTIES:
This position is located within the South Florida Research Center in
Everglades National Park. The incumbent manages the development and use of a
computerized geographic information system (GIS) containing information about
the hydrologic, biological, geographical and other environmental
characteristics of the Everglades. The GIS database serves as the long-term
scientific information base of spatial data for the park. The information
involves complex physical and biological environmental systems and the
significance of natural and man-made changes on these systems. The GIS
database must be developed so that all existing and future spatial data can
be interrelated with existing information stored in the SFRC's Oracle
database management system (DMBS) as necessary to investigate and study
physical phenomena and requires the development of software programs to study
methods to conserve and restore the Everglades ecosystem. The incumbent is
and planning of Everglades restoration projects.
METHOD FOR RANKING CANDIDATES: To receive full credit for your
qualifications, provide detailed evidence of experience, training, education,
awards, hobbies, self-development achievements, and any other aspects of your
background as they relate to the knowledge, skill, and ability (KSA)
application must include clear, concise examples to show level of
accomplishment and degree of responsibility. This documentation will be the
basis for rating and ranking on the factors listed below. The use of
additional paper is recommended to fully describe your knowledge, skills, or
abilities (KSA') in these areas.
KNOWLEDGES, ABILITIES, SKILLS AND OTHER CHARACTERISTICS (KASOCS):
1. Knowledge of the theories, principles, practices and techniques of
cartography, geography, and photogrammetry required to produce Geographic
Information System (GIS) databases associated with a large natural resource.
2. Ability to develop, modify, and manage GIS databases (include your
experience with GIS software including GRASS, Arc/Info, and ERDAS and
associated relational database management systems such as ORACLE).
3. Ability to research, install, and manage computer hardware and software
for the GIS project.
4. Ability to design, write, and test computer programs using the C, C++, or
FORTRAN programming languages or UNIX shell script language.
5. Ability to communicate technical cartographic and geographic information
orally and in writing.
6. Knowledge of environmental engineering or natural resources management
with the restoration of a natural resource (include your experience working
with the hydrological, biological, and other environmental characteristics of
the resource).
