Demise of GRASS

ESRI is probably drooling at the thought of hooking in to 3000 SCS field 
offices.  Not only would SCS have to spend the money on the software, but 
also the committment of staff time to train people how to use it.  GRASS 
is just fine -- it is what we used to call 'appropriate technology' - the 
right tool for the job.

As with most bureaucratic change -- most of the good stuff goes, and it 
is replaced with more unneccessary layers of spending and waste.  

Stick with GRASSS
