No problem. "Grow" your region so that it is larger than what you actually
want to display, and use a mask to keep raster and vector layers off of that
part of the plot. You can place text using either the text or comments command.
You *will* end up with a border around your entire plot. I usually use the line
command to make a new border around the map. Simply get the corner coordinates
of your mask.
