USGS dlg 2 grass

Hello,

I am trying to display USGS DLG-3 optional format vector data
that I transfered vi ftp. v.in.dlg creates a vector data set which 
appears correct (the coastlines of the noertheast US) but the   
region it is displayed in is UTM 9999?!?  The 2mil users guide
tells me the projection is an Albers Equal Area and the header
contains some projection parameters which help in transforming 
back to L/L. 
I ran v.import then v.out.ascii to check the data...zone 9999.
Does v.in.dlg require lat/lon?  How do I make the transformation?
