I would check the code for the v.build command.  There are lines in the
Gmakefile for:

#       use -DRAM_OFF if you do not want the digit file loaded into memory
#       for optimization,   this is also toggle-able from the command line if -
DRAM_ON is used
#EXTRA_CFLAGS   =       -I../lib -I../libes -DRAM_ON

EXTRA_CFLAGS    =       $(VECT_INCLUDE) -DRAM_OFF

There are also a couple of lines in the "support.c" file for the v.support
command that you may want to examine also.
