Converting HUC files

I'm having trouble converting the SDTS files to GRASS format for the USGS 250K 
Hydrologic Unit map of the Coterminus US.  The 2M scale map worked just fine, 
but the 250K map gives the following error:

FLAG: Set the following flag?
    Information only mode?(y/n) [n] y

FLAG: Set the following flag?
    object link table only; no attribute tables?(y/n) [n]
Processing CATD module
Processing STAT module
Error: Could not read FIPS 123 Data Subfield for PREFSTAT.DDF.
Unable to process SDTS STAT module.
Error: Could not read FIPS 123 Data Subfield for PREFSTAT.DDF.
ERROR: Unable to process SDTS CATS file. Exiting

Does anyone have any suggestions?
