Question about create_fifos.sh.in

In the create_fifos.sh.in script after the fifos are created, they are
touched.  I'm wondering if there is any purpose to this, and if there is
would it be good to pass the '-c' (no create) flag. 

I bring this up, do to a bug I encountered in GNU fileutils. Apparently,
it doesn't occur on all platforms, but on my i386 touch hangs forever.
Anyway, if the touch is not supliferous, may I humbly suggest adding
the '-c' flag so others don't get bit.
