SDTS in CVS, fips123 needs the -I./f123inc

In grass/src.contrib/SDTS/libes/fips123, the compile fails here because
it can't find the header files in f123inc.

The:

$(OBJ): ./f123inc/gvd123.h ./f123inc/stc123.h ./f123inc/fips_bsd.h

in the Gmakefile does not seem to be enough. I added

EXTRA_CFLAGS = -I./f123inc

and it compiles fine.
