Floating point maps live in fcell/<name>/.  The zero byte file is a
place holder for looking up raster names (such as when you are prompted
for a raster file).  Developers have discussed putting all rasters under
a reorganized "raster/" directory in the future (similarly, all vectors
would live under "vector/").
