Eric,

  Because I'm groggy from trying to get these data converted. For now, I've
taken the path of least resistance: gone back to the MapInfo source files,
converted them there from SPC to UTM/NAD83/meters, and re-exported them as
shapefiles. Now, to play with v.in.shape (and v.in.shape.pg) and see how
badly mangled are the rectangles. Actually, I think I'll revail upon helpful
friends to convert the shapefiles to .e00 files. m.in.e00 seems to do quite
well with polygons now.

  Regardless, I believe that r.proj needs a major cleaning (and renaming to
m.proj) before 5.0 is released. Users expect to be able to convert
projections, coordinate systems and datum within a GIS.
