I checked on my system (RedHat 7.1, Intel).
[root at brest root]# locate libpq-fe.h
/usr/include/pgsql/libpq-fe.h

[root at brest root]# rpm -qa | grep postgres   
postgresql-server-7.0.3-8
postgresql-7.0.3-8
postgresql-devel-7.0.3-8


libpq-fe.h is there. I don't understand why it is not found then.
