I was a bit hasty in posting the question -- I later found out from reading
the documentation that the wxPython interface is still a work in progress,
so I understand its limitations now.

wxGUI extension (vector digitizer and 3D view mode) unfortunately do
not work on MS Windows. I hope it will be fixed soon (probably after
6.4.0).
