perhaps it is  https://trac.osgeo.org/grass/ticket/634   ?
which was fixed in r38583 (Aug 2). 

Try downloading a more recent copy of 6.4.0 if the one you had downloaded
is older than about two weeks ago. (the r37101 core library version is
not the GIS build version)
