   Working from the command line I believe I found the error, and it's not a
v.proj bug.

   I used the GUI to create a new location specifying a shapefile .prj for
the projection information. For some reason, that did not create the
PROJ_INFO and PROJ_UNITS files in the PERMANENT mapset.

   So, I start over from the command line and that should fix the problem.
