[winGRASS] m.proj fails in wingrass?

Hi Bob, hi John,

i think that this is the same problem i expirience here too (Win 2000
Prof., latest cygwin dll). Recompiling etc. does not help. 
Currently i have not time to spent on Bugfixing cygwin. It must be a
cygwin problem. 

If you need map calculating an intermediate fix would be to use proj
4.4.3 directly, the original source code compiles on cygwin, but
installing needs some manual tweeking.
