[winGRASS] Test mail to grass.itc.it + migration news

there seems to be a DNS mess which renders grass.itc.it to be unreachable
for many users. Not sure about email but it seems to affected, too.
Hope that the DNS caches update soon. grass.fbk.eu responds.

Along with the migration to OSGeo, I also plan to migrate the
mailing lists in the near future. It should be rather transparent
for you (just change of the domain name to osgeo.org then).
We should use that occasion to "normalize" some list names:

 grass-abm
 grass-announce
 grass-commit
 grass-commit-addons
 grass-dev
 grass-es
 grass-psc
 grass-qa
 grassgui -> grass-gui
 grassuser -> grass-user
 statsgrass -> grass-stats
 translations -> grass-translations
 weblist -> grass-weblist
 winGRASS -> grass-windows

Using aliases (as we already do for the old grass5), the old names will
keep working and will be auto-forwarded to the new list names.
The OSGeo system is Mailman as well, so it works as you know it.
