[Ica-osgeo-labs] Advisory Board, nomination of Chris Pettit

I'd also like to vouch for Chris Pettit, who I have worked with on
projects here in Austarlia.
Chris provides a practical "can-do" approach to tasks and gets things
done, which would be a valuable contribution to any board.
