[Ica-osgeo-labs] Certification and lpi

Is there  a best practice guide on creating training material such as 
was created for QGIS?
Eg: Could we point projects to such a guide to help them create quality 
training for their projects?
(We could then audit existing training material against such a guide to 
determine the quality of the material).
