[Incubator] Motion: GDAL to Graduate Incubation

To clarify my reasoning, I see the Providence Review as a One Time
document that is produced as part of graduation. It is created,
reviewed, then archived.
So when we sign off on the document, I don't expect to see any changes.
Ie, I don't expect the "TO_RESOLVE" items to be closed. This doesn't
look good from a reviewers point of view looking to verify credibility
of the project.
So for each of your TO_RESOLVE issues I suggest you do one of the following:
1. Create an issue in an issue tracker and track that way. (You might
set the priority very low so that it doesn't show on anyone's radar).
2. Note that the issue is trivial and not worth tracking. Therefore the
issue can be closed out.
