Arnulf and others, great progress.
Incubation status page looks excellent:
http://wiki.osgeo.org/wiki/PostGIS_Incubation_Status
Project, community, processes, quality, documentation all look to be in
great shape.

Looking at: http://trac.osgeo.org/postgis/wiki/DevWikiProvenanceReview

* "OGC testing license, references http://www.opengis.org/testing/ which
*doesn't exist anymore*"
Can you please refer back to a previously crawled page, which you can
find here:
http://web.archive.org/web/20030120172218/http://www.opengis.org/testing/
This OGC testing page doesn't seem to be offering code under an OS license.

* For code where you have a license, I suggest that record how you tried
to contact the license owner with an email such as:
"Dear Fred,
We are currently doing a license audit of the code within PostGIS and we
notice that
you seem to be the owner of XXX code which is currently included in
PostGIS. The license terms of your code are unclear. Can you please
notify us before DATE if you wish to revoke permission for your code to
be distributed as part of PostGIS under the GPL license. Otherwise we
will assume that your code is available to be distributed as GPL."
This last request is possibly extending the requirements for the
providence review beyond what was previously expected, and so I'm open
to hear people suggest that it is not required.

* Once the providence overview is complete, please close the issue:
