Dear Arnulf,
thanks for volunteering in mentoring istSOS.

I guess, we need a decision by the board to be accepted for incubation: *"The
chairman of IncCom presents projects selected for Incubation to the OSGeo
Board of Directors for acceptance or deferral."*

*About code agreement:*
     I don't have any code agreement up to know, but we can easily retrieve
it if needed

*About copyright:*
     I believe IST-SUPSI (http://www.supsi.ch/ist_en.html) is the copyright
owner, as the software was developed mainly by IST-SUPSI workers during
their working hours, but the Director agreed on releasing it with an Open
Source license

*Productive environment:*
    Currently the software is used in productive environment at IST-SUPSI;
it is daily used to collect, store and dispatch data from the Cantonal
Hydro-metereological network which today counts 70 stations, 145 sensors
and more then 34 millions of observations in a single service instance.
This is used by the Cantonal Administration to harvest data both in real
time and after a procedure of data validation partially automated and
partially manual (our hydrologists). The system is also used to provide
flood alarms to the local stakeholders (Administration, Police, Civil
Protection, etc.) by means of hydrological modelling of inundation using
real time data (from istSOS) and weather forecasts. All this is regulated
by payed mandates from the Administration to SUPSI.

*istSOS and commercial providers:*
    I would certainly welcome commercial service providers which start
using istSOS as it would provide opportunity to spread the software use and
as a consequence to chance to get more funds to further work on it. I would
not like so much if the service provider phagocytes the entire project, but
this is unlikely to happen and in the case... that's life...

*istSOS size:*
    it is true that istSOS size is quite small, but we expect to grow (also
thanks to the OSGeo support). I don't know if it worth consideration but no
OSGeo software implement SOS standard at the moment and I know, for sure,
we can shortly expected coming of a "Technical Guidance for the
implementation of INSPIRE Download Services of observations using SOS".

I will work on the two wiki pages while waiting for board feedback.
Please let me know if is there any doubt or question that may help istSOS
way to incubation...
