[Incubator] gvSIG incubation process feedback

Hi Jody,

We would basically need to identify exactly what is missing to pass the
incubation process, apart from these pending tasks:

1. Review four of the gvSIG core projects (provenance review)
2. Provide a release guide (incubation checklist)
3. Provide a release testing checklist (incubation checklist)

In other words, we would need to know if the job done so far is ok or we
should improve something.
