[Incubator] Unresponsive/Inactive Projects

Dear Landon and incubation committee,
regarding the project istSOS i want to stress that we have a mentor
(Arnulf) and the incubation committee already voted.

Nevertheless, nobody proposed to the board to vote on this and thus the
project is formally out of the process by now.
