[Incubator] osgeo labs - Maturity Rating

Hi Jody,
This rating was originally intended for OSGeo-Live, and some of the 
OSGeo-Live community found it a bit controversial.
In particular, people don't like to have their project rated at a 2 out 
of 5 in maturity.
(It might help if we made the rating top heavy with positions in the 5, 
4.5, 4 range).
