[Incubator] [Board] Incubation <s>nightmare</s> question

Dear all,
if you are looking for a place where the incubation process is described,
here it is: http://www.osgeo.org/incubator/process/process.html
The document is Version: 1.2, with Status: approved and Last Edited: May
15, 2014.
Point 4 states: "The chairman of IncCom presents projects selected for
Incubation to the OSGeo Board of Directors for acceptance or deferral."
So it seems to me that the OSGeo Board of Director has to vote for a
project to enter in incubation.
