[Incubator] PyWPS mentorship and PSC nomination

As a committee member, I have no objection to Tom, as mentor, 
contributing to the project. At the end of the day, I'll be reviewing 
Tom's summary of incubation progress, and I trust Tom will be doing his 
best to ensure the project meets the very clear incubation checklist.
