[Incubator] What is outreach

Hi Vicky,

I've put together the OSGeo-Live incubation checklist [1].  which shows 
OSGeo-Live as being very close to being ready for incubation. A 
concerted short burst of energy should get it across the line. I suggest 
we discuss it when we have more time after our 11.0 release.

We don't have an incubation mentor at the moment, but am confident we 
should be able to find one when needed. (I've been an incubation mentor, 
but there would be a conflict of interest having me on the OSGeo-Live 
PSC and also being a mentor).

Jody, I'm uncomfortable advertising OSGeo-Live as an "OSGeo Community" 
project. I feel it implies a level of immaturity, while OSGeo-Live is 
very mature.
