[Incubator] What is outreach

I understand cameron, if I can invite you to view the following diagram:

This diagram groupsincubation checklist into three priorities: technical,
social and fair. I would be happy to include this diagram, customized for
each project, to illustrate level of maturity of community projects.

I am a prior contributor to osgeo-live but am not currently active; I would
be happy to volunteer as mentor (it would be about the easiest project to
mentor ever - being well used to our culture and expectations).
