[Incubator] osgeo documentation not migrated anywhere

I got a private email indicating that the links here
https://www.osgeo.org/about/committees/incubation/incubation-process/ are
broken.

Much of our incubation documentation (for processes we have gotten the
board to approve) was not migrated from the old website.

We have a couple options:

1) new website ... not the best as marketing committee would like the
website focused on outreach

2) wiki ... not a bad option but I do not find it looks very attractive /
polished / professional

3) Documents and PDFs (see
https://github.com/OSGeo/osgeo/tree/master/incubation/documents ) which we
can upload to the new website as resources?

No matter what approach we take we should recover these documents, is there
anyone available to help out?
