[Landsat-pds] tarq - sharing the tarballs?

Folks,

Currently after I unpack the tarballs from the "tarq" path on S3, delete
them to avoid using duplicate space. I am wondering if it might be
reasonable to handle this a bit differently, and keep them around for a
couple weeks or a month so that folks like MapBox who have their own
ingestion stream could pick them up from us as a convenience - and to
hopefully to reduce the load on usgs.

Anyone have ideas who else could benefit from this? Note, I'm not
suggesting we keep them around indefinately, just long enough that others
could pick them up if they are periodically pulling everything from usgs.

Best regards,
