I'm not sure to understand, can you copy/paste text output of the command ?
Did you run "qgis-plugin-manager update" ?
The environment variable is other environement varible that you should
define for your usage of QGIS server :
https://docs.qgis.org/3.28/en/docs/server_manual/config.html#environment-variables
It depends on your installation and how you launch QGIS server : Nginx,
Apache, SystemD etc
